To keep the cost of hiring 20 freshers low, start with free job postings, college placement cells and employee referrals, and include existing interns who are ready for full-time roles. Count staff hours as a cost, compare channels by cost per joiner, and consider a paid option when its expected time saving or extra reach justifies the total cost. Work back from 20 joiners to the applicants you need.
Updated 31 October 2026. Platform limits, college fees and PM-VBRY documents were checked against official sources, except Naukri and Unstop, whose statements are dated 25 October 2026 because their pages could not be opened.
Which channels cost the least when you hire 20 freshers?
Compare each channel’s fees, coordination time and number of suitable applicants. The two college fee statements in the table are as of 31 October 2026.
| Channel | What it costs | Watch for |
|---|---|---|
| Free job and internship postings | No cash on the free routes listed below. Your effort: adapt the vacancy to each site and review applications against the same criteria. | Some free plans limit application access, contacts or listing visibility |
| College placement cells | Cash depends on the college: IIT (BHU) says it charges no fee, and IIT Madras lists a ₹10,000 placement fee, including GST. These are examples, not the colleges in the fictional Pune example below. Your effort: emails, forms and one selection day. | Each college sets its own calendar, so write early |
| Employee referrals | No cash unless you pay a bonus. Your effort: ask the team, then screen referrals like everyone else. | Estimate referral volume from past results, not an assumed share of vacancies |
| Internships with a possible pre-placement offer (PPO) | A stipend during the internship. Your effort: a defined scope, a mentor and a review. | Compare stipend, mentoring and conversion costs per actual joiner with direct hiring |
| Hiring days: walk-in, virtual or at a college | Venue, refreshments or a video plan if you host. Your team must check attendance, run selection rounds and record decisions. | Collect registrations and screen first, or you assess everyone who turns up |
If too few suitable applicants can join by your target month, add another channel. The role changes the mix: for local operations trainees, start with city colleges; for software freshers, check which colleges teach the relevant degrees. / [number who actually joined]
Onboarding and training per joiner =
[batch onboarding and training cost] / [number who actually joined]Which job platforms let me post for free, and what are their limits?
These eight platforms publish a free posting option; their access limits differ. Platform statements are as of 31 October 2026, from the linked official pages, except Naukri and Unstop, which are as of 25 October 2026.

As of 31 October 2026, Internshala’s posting page limits free access to the first 20 applications. As of 31 October 2026, LinkedIn’s help page gives a typical free-job application limit of 10 to 30. Plan Naukri’s allowance separately, using the figures checked on 25 October 2026. None guarantees that many suitable or distinct applicants, and an unpublished cap does not mean unlimited applications; forecast response from your own results. How many applicants do I need to hire 20 freshers?
Divide 20 by the share of applications that end in a joiner. Fill in your own rates from your last hiring round, or provisionally from a pilot: post one role on one channel, take the first 20 applicants through every stage and record how many pass each. Keep the joining rate as an explicit assumption until joining outcomes are known; 20 is too small a sample for a dependable forecast. Run one funnel for each role.
Joiners wanted: 20 a = shortlisted applicants / applications [your rate] b = interviewed / shortlisted [your rate] c = offered / interviewed [your rate] d = joined / offered [your rate] Applications needed = 20 / (a x b x c x d) Shortlisted needed = applications needed x a Interviews to run = shortlisted x b Offers to make = interviews x c
EXAMPLE RATES, NOT BENCHMARKS. They are made up to show the arithmetic. a = 2 in 5, b = 3 in 4, c = 1 in 3, d = 3 in 4 a x b x c x d = (2/5) x (3/4) x (1/3) x (3/4) = 0.075 Total applications needed = 20 / 0.075 = about 270 Shortlisted applicants 108, interviewed 81, offers 27, joined about 20 Interview time at 20 minutes each = 27 hours
These are expected totals across offer rounds, not 27 simultaneous offers for 20 jobs. Issue offers in batches against open positions and use the reserve list after confirmed withdrawals. Book 27 interview hours plus scoring and breaks: two interviewers running separate interviews in parallel need about 13.5 hours each across two days, while a two-person panel would need 54 interviewer-hours. Staffing is an example assumption.
Illustrative allocation for the fictional Pune example; every number is an assumption. Allowances are as of 31 October 2026.
| Channel | Illustrative applications | Published allowance or constraint |
|---|---|---|
| Placement cells: 5 colleges | 120 | Set by each college |
| LineupX posting | 70 | Illustrative response only; confirm application access before forecasting |
| Internshala free listing | 20 | First 20 applications visible |
| LinkedIn free job | 20 | Typically 10 to 30 applications |
| Referrals | 10 | Your team’s network |
| Duplicates removed (assumed) | −20 | Same person from two channels |
| Unique applications after removing duplicates | 220 | The example funnel needs about 270 applications: a shortfall of about 50 |
Ask more placement cells to circulate the vacancy. Assign an owner and review date, then update the forecast using the applications received. Treat application targets as estimates until you have actual responses.

(same email or phone as an earlier row) Must-have questions: pass or fail | Task score | Interview: pass, hold or no Offer date | Reply | Joined: yes or no Credit each joiner to the first source recorded. Channel summary: one row per channel Channel | Cash spent | Staff hours | Actual joiners
How can I cut screening time without lowering the bar?
Filter in this order: must-have questions on the application, one short task, then interviews.
- Must-have questions. Ask four to six questions about essential skills, location, availability and the stated pay. As of 31 October 2026, employers can add screening questions to a job on LineupX.
- One short task. Give every shortlisted person a task that mirrors the job, keep it to about 30 minutes, and mark it against a rubric or answer key. Use a sample problem, not live client work.
- Batched interviews. Fix the interview days in advance, ask the same questions and score each person pass, hold or no. Run first interviews remotely where the role allows, and keep travel or venue spending for candidates who pass.
- A reserve list. Ask suitable candidates whether they want to stay on a reserve list, and contact them after confirmed withdrawals.

Which degree and graduation year do you have? 2. Can you work from Pune from [month]? Yes / No 3. The pay is [₹ fixed per year], with no variable pay. Does that work for you? Yes / No 4. A sheet has quantity in column B and unit price in column C. Write the formula that gives the total for row 2. Task (30 minutes) Invoice data: 20 fictional rows Supplier reference: names and GSTINs Permitted invoice dates: [range] Four planted errors: a wrong total, a duplicate invoice number, a supplier missing from the list, a date outside the range Candidate instructions: fix what can be fixed, flag what cannot be checked, and list each change Marking (10 marks): 2 per correctly identified error with an appropriate correction or flag; 2 for a clear change list Pass mark: [number], fixed before marking
How can I hire freshers without job portal fees?
Combine free postings, placement-cell outreach and referrals, then record the hours spent on each.
- State the role, pay, location and joining month, then track eligible applicants from each source.
- Ask employees, placement coordinators and, with permission, alumni or local professional-group administrators to share the same vacancy link, without repeated unsolicited posts.
- Name one owner to answer applicants and colleges promptly.
- At day 5, compare deduplicated applications with your applicant target, and compare applicants who pass screening with your shortlist target. Then improve the job description, contact more placement cells or weigh a paid option.
What should I avoid paying for when I hire freshers?
Compare listing, agency and tool costs per person who joins. Do not treat applicant fees as a way to fund recruitment; check the portal rules below.
- Fees from candidates. As of 31 October 2026, Internshala’s terms prohibit charging applicants money in any form. The AICTE internship portal employer declaration says the organisation shall not charge any fee from students for internships offered through that portal, and the NCS home page says jobseekers should not pay fees to employers. Check with your lawyer if you are unsure.
- A paid listing without a cost-per-joiner check. As of 31 October 2026, Internshala’s employer blog, updated 3 September 2026, lists a single paid listing at ₹2,999, exclusive of GST. Confirm the purchase price, then divide any price by the joiners you expect from it.
- Paid features you have no specific use for. As of 31 October 2026, the same blog lists boosted visibility and talent database access among the paid extras; ask whether they help a 20-hire plan.
- Agency fees without written terms. An agency may reduce internal work; compare its written fee model and replacement terms with your internal costs.
Is a paid option worth it? Keep expected joiners the same in both cases. Worth considering when: [paid fee] < [hours saved] x [₹ hourly staff cost] EXAMPLE FIGURES ONLY, tied to no platform. 20 joiners either way; staff time valued at an assumed ₹500 an hour. Free channels only: 40 staff-hours x ₹500 = ₹20,000 Hypothetical paid fee ₹3,000 + 30 staff-hours x ₹500 = ₹18,000
Is there a government incentive for hiring freshers?
As of 31 October 2026, the official guidelines of the Pradhan Mantri Viksit Bharat Rozgar Yojana (PM-VBRY) describe Part B support for employers creating additional employment, subject to EPFO registration, baseline headcount, hiring dates and other scheme conditions. Ask your CA to check the linked guidelines and SOP before budgeting an incentive.
| Condition | Official source | Date checked |
|---|---|---|
| Establishments covered under the EPF and Miscellaneous Provisions Act, 1952 must file monthly returns (ECRs) with contributions regularly. | Guidelines, section 4.1 | 31 October 2026 |
| Baseline for existing establishments: average ECR headcount for 1 August 2024 to 31 July 2025 if registered before 31 July 2024, or for all months up to 31 July 2025 if registered between 1 August 2024 and 31 July 2025. ECRs and contributions for those months must be filed before 31 January 2026; ask your CA to check compliance and later official changes. | Guidelines, section 5.1 | 31 October 2026 |
| A new establishment registered from 1 August 2025 to 31 July 2027 has a baseline of 20, and only jobs above it count. A new establishment with 20 employees has not exceeded this baseline, so do not budget an incentive merely because you are recruiting 20 freshers. | Guidelines, section 5.2 | 31 October 2026 |
| The threshold is at least 2 additional employees where the baseline is below 50, and at least 5 where it is 50 or more, sustained for at least six months. Eligibility also depends on the ECR-based average-headcount tests in section 6.2.2; ask your CA to apply the relevant period and current SOP. | Guidelines, sections 6.2.1 and 6.2.2 and SOP, sections 1.2.1 and 1.2.2 | 31 October 2026 |
| Employees count if they are first-timers or re-joinees who join between 1 August 2025 and 31 July 2027, complete six months with the same employer and have contributions received for six continuous completed months. | Guidelines, section 6.2.1 and SOP, section 1.2.3 | 31 October 2026 |
| The guidelines’ eligible-employee definition requires gross wages below ₹1 lakh a month at joining, while the note in section 6.2.1 says ‘up to ₹1 lakh’. Ask your CA to confirm how the exact boundary is treated. | Guidelines, sections 3.1.5 and 6.2.1 | 31 October 2026 |
| Incentives run for two years, or four for manufacturing, and accrue only for months in which the establishment stays eligible. | Guidelines, section 6.2.1 | 31 October 2026 |
As of 31 October 2026, the amount depends on net additional employment above your baseline and on the EPF wage slabs of the added employees (guidelines, section 6.2.1; SOP, section 1.2.3).

What mistakes make cheap hiring expensive?
Costs rise when teams overlook coordination time, interview unsuitable applicants or disclose pay too late.
- Counting only cash. Record the time spent screening and following up, even when posting is free.
- Hiding the pay. Disclose pay in the posting, before screening, so candidates can decide whether to proceed.
How should two interviewers mark the same task consistently?
Agree one rubric before the task, then have both interviewers mark the same three answers and compare scores. Settle any gap and write the rule down before marking the rest.
Is a pooled campus drive cheaper than job portals?
It can be, when several colleges share one virtual selection day and each keeps its own registration list. Agree who sends invitations, resolves duplicate registrations and communicates results before comparing the total cost.
What should I do if no applicant passes the sample task?
Check the task first: ask two colleagues who do the job to attempt it under the same time limit. If the task is fair, widen the channels or the courses you accept instead of lowering the pass mark after the event.
What if a placement cell cannot share students’ contact details?
Agree with the placement cell how interview invitations and updates will reach applicants, for example through its mailing list or a coordinator, and follow the college’s communication process. Applicants can still apply through the vacancy link the cell circulates.
Can I reuse last year’s shortlisted candidates?
Ask whether they want to be considered for the new vacancy. Confirm their current skills, availability and pay expectations before putting them through the same selection process.
